When a strange chimp-like creature with wings and sharp teeth, known as the Jersey Devil, escapes from a traveling carnival in Dust Bowl Oklahoma in the Depression year of 1934, the sheriff wants to find it and kill it, the carnival owner wants to find it, tranquilize it and put it back on display, and the local reverend wants to kill it and burn down the carnival in revenge for the death of his son at the hands of the creature. As the winged monster rampages around the countryside, killing and eating humans almost at will, the sheriff must fight the reverend, the carnival owner, and his own inner fears to bring the creature down.
